The Nice European Council (7-9 December, 2000) has ended the work of the
Intergovernmental Conference (IGC) initiated
on February 14, 2000.
The new Treaty of Nice (provisional text) gathers, amongst other things, modifications on the following
points: the composition of the Commission, the weighting of votes in the Council, the extension of qualified-majority voting,
closer cooperation and the Court of Justice.
Meanwhile, the
Charter of Fundamental Rights of the European Union has been proclaimed, edited by a Convention composed
of representatives of the Governments, the European Parliament, the Commission and different institutions and national
parliaments.
